Much like Stickies, I want to know if there is a native approach to floating a window on top of other windows without 3rd party apps. In my instance, I am trying to float a TextEdit window on top of a Numbers window as reference.
Instead of using Spaces or Tiling windows side-by-side, I am attempting to float a window and its data on top of a Numbers window for a side-by-side comparison of the data.

No, you can't just take any window from any app and float it on top of others. The app itself has to allow this function. TextEdit doesn't have anything like that. But there is nothing to stop someone from building an app like TextEdit with the ability to float a window.
In your case, you can always use the windows side-by-side as you point out. If the floating TextEdit window is going to cover the Numbers window, then why have them overlap at all? Or, you can copy and paste the text into an app that does allow for floating windows, like Stickies or the Notes app. Another option in your case would be to bring the data into Numbers as a separate table or text field.
