Mac Mail/contacts/ Creates Multiple Cards Of Same Contact?

It shouldn't. But perhaps you have multiple sources (accounts) in your Contacts app. For instance, it is possible to have local (old On My Mac) contacts, iCloud contacts, Google (Gmail) contacts, and many other account types. So you may seem to have the same contact twice, but one is in iCloud and the other in Gmail, or On My Mac.
In the Contacts app, go to Contacts, Preferences, Accounts. See what you have. Maybe do a little house-cleaning. Personally, I have all of my contacts in iCloud and have removed any old local On My Mac contacts and don't enable Gmail to use Contacts. So everything is in one place.
Gary It is only when I select :- (All Icloud) in contacts some names have as many as 50 cards?

So you have no other accounts? Not sure how come you have so many duplicates. I'd clean it up and pay careful attention to what happens when you add new contacts and such to see what action you are taking that may be creating these.
Yes I have Google, and a smart group contacts
Brian
So I would look closely at that. You probably have Google, iCloud and possibly local "on my Mac" contacts as well. Ignore the "smart groups" as they are just saved searches. Look through your contacts in each account and spend some time cleaning them up.
