Mac Pro Reset Causes Network Attribute Changes

On my 2017 13 inch MacBook Pro running os Mojave version 10.14.15, when I restart my computer it always resets the following:
Go to:
Network – Advanced – Wifi – Proxies – Checks box for Web Proxy (HTTP) and the box for Secure Web Proxy (HTTPS)

When this happens my internet or internet connection does not function property until I remember to go to System Preferences and uncheck the above boxes and Apply. The first time this happened it took days to figure out what had happened. How do I keep this from happening?
Thanks, roy

I'm not sure. I would try a NVRAM reset SMC reset to see if that helps. https://macmost.com/resetting-your-macs-nvram-and-smc.html

You may also want to investigate and see if there is a preference file in your user library or system library pertaining to this. I'm not using proxies like this so I wouldn't be able to tell. But it could be a preference file that is bad and needs to be deleted.
