I have a fairly new battery which has been fine till the other day, the charge is at 100% and it runs normally till the level reaches 76%, then all of a sudden the level drops to 5% and I receive a low battery notice. I tried an old battery and it did the same thing.
Is this a hardware or software issue. Any suggestions would be appreciated.

I would think it would be a faulty battery. But don't worry about the percentages so much as the total run time. Are you getting decent total time?
G4 PowerBooks are old, as you know. Which means any battery is probably old too. Even a "new" battery was probably manufactured some time ago.
I would agree about the batteries, but I have been getting at least 2 - 2 1/2 hrs from this one. That is the only reason I'm wondering about a hardware problem. This has been a great laptop till now, but I must keep it plugged in all the time.
2-2 1/2 I so-so, but not horrible. I would simply think it was a bad battery. I've bought worse.
Probably time to think about getting a snazzy new MacBook.
Gary you're probably right, it is time for a new one.
I will send another post if I find a solution.
Thanks for your comments.
