I have Sierra 10.12.6 on a 27 inch iMac (late 2012). Have been using Safari but have a problem when scrolling through news articles and wanting to return to last location — does not always take me there. Generally takes me all the way to top of web site – could be 8 – 10 previous pages. What is a good alternative browser for a non-techie that might address my problem?

The best browser for Mac users is Safari. And that is especially true for "non-techies." The only good reasons to use Chrome or Firefox is maybe some technical plug-in or add-on that you might use as a developer.
Plus, the core functionality of browsers is basically the same. The problem you are having may not be solved by any of them. But I'm not sure what the problem is. Maybe you can explain further?
So you are reading a news article. Then you scroll through it. What do you mean by that, exactly? Scroll vertically downward? Or click a button on the page to go to page 2, 3, 4, etc? Then you do what to return to the last location? Press the back button at the very top left of the browser? Or something on the page? If you started on the main page of the website, the "top" of the site, clicked on an article, scrolled though vertically, and then clicked the back button, then naturally you would go back to the last page you were on, which would be the main page for that site. Were you expecting to scroll back up the page?
Tell me step-by-step what you are doing, maybe starting with the site you are using. Perhaps this is a misunderstanding of how that particular site works.
