We just were encouraged to upgrade to the Mojave OS and now we have a new OS Catalina. Do you recommend I always upgrade to the new OS as they come out?

Yes, I always use the latest version of all software and operating systems.
Catalina is macOS version 10.15. Mojave is 10.14. Apple releases a major new version of macOS every year in the fall. Mojave came out on September 24, 2018. These new versions of macOS are provided for free from Apple and include new features, optimizations and security enhancements.
