How Do I Assign a Unique “sound” To a Specified Email-sender?

I receive “emergency” emails from time to time and would like to assign a unique tone/sound to the specific sender/agency.

On which device? I'm going to assume you mean a Mac.
In the Mac Mail app, you can go to Mail, Preferences, Rules and then assign a rule that when an email is sent "from" a specific email address, then Play a Sound and assign a sound.
You can set it to "contains" instead of a specific email address and then the domain name of that agency to include anyone sending from that agency.

Sorry, I should have indicated this is while using my iPhone 7+ iOS 13.2.

    Thanks

TheTrainRev: So for that, you'll need to set up a VIP list. Go to the Mail app, then the top level of your mailboxes. Look for VIPs. Go in there and add these email addresses to your VIP list. Then go to Settings, Mail, Notifications, VIP and set a special tone for these.
