How do I create 2 sets of Widgets with 8 Shortcuts in each Widget. There are no icons on my iPhone Home Screen and I use the Swipe Right Finger Gesture to get Shortcuts. The single Shortcut Widget is too large even for iPhone Pro Max screen – only 8 are shown. Stacking the Shortcuts helps, but two or three Widgets each with 8 Shortcuts would be much better.

You can't fit two 8-Shortcut widgets on one screen, as you found out. The best you can do is to place an 8-Shortcut widget and a 4-Shortcut widget. Or, just place 24 Shortcut icons on that screen.
