Have you tried using the External Editor For Photos extension? You can get it in the Mac App Store.

Most graphics apps can be used with Photos without it, but for some reason Photoshop doesn't seem to want to add that extra function. But by using this extension you should be able to do it.

This extension allows me to keep my photos in Mac photos and edit in Photoshop elements.
