Headers automatically have three sections. Can I make them into one section going across the whole page? Alternatively, can I add a background to each of the three sections?

I'm going to assume you mean in Mac Pages, is that right?
You can't merge them, but there is no need to. Just choose one and use it. Do you just have a long piece of text you want in there? If you want it centered, choose the center box and type. Type as much as you want and it will overwrite the left and right. Or, you can choose the left box to start there, or the right box to start on the right. Then just ignore the other two boxes. Try it and see what I mean.
As for a background image, what are you trying to do? I'm having a hard time thinking what sort of image you would want in that little space. Maybe if I had more details I could suggest something. You can certainly place an image on the Section Master and position it to be behind the area where the header is located, if that is what you want.
I just want to have a title at the top of each page with a color background, but I would like the color to go across the whole page, with the wording in the middle. I can figure out how to put the title in the center section with the color background, but I don't know how to extend the color before and after and wording.
Robert: For that I would create a box shape, make it the color you want, and add it to the Section Master behind the area with the header.
