I would like to rename a shortcut app that takes me to a specific website. In this case it is the My Vote website for Wisconsin. The app is now named ‘Home’ because that is the screen that first pops up. Thanks!

I don't think you can. But it is easy to get around that.
Just tap on the icon to go to the page. Then create it again: tap the share/actions button, select Add to Home Screen. This time, before tapping the Add button, tap in the name field and rename the shortcut. Then tap Add.
Now you will have a new icon on the Home screen. Tap and hold the old icon until it wiggles and then tap the X to delete it.
