How Do I Upgrade To a New Version Of the OS That Isn’t the Most Recent?

I have a Mac-Mini running Catalina.

This system was provided to me so that I can test a recently developed utility for some custom hardware I have designed. My customer wants me to verify that this utility works in Big Sur and Monterey. I can see that it is pretty straightforward to upgrade my system to Ventura, but I can’t figure out how to upgrade it to Big Sur.

What is the process for upgrading to a new version of the OS that isn’t the most recent version?

    You just need a link to those updates. Apple has them, but you have to know where to look. I've gathered them all on a page right here:
