Well there is [no] version of Microsoft Excel for the iPad. So you can't do anything "on Excel" because it doesn't exist.
But you can get other spreadsheet programs. Numbers from Apple is the main one. It is pretty powerful. I'm not sure exactly what you mean by "drop down validation" though. But give Numbers a try.

Should read "there is NO version…"?

Also, "drop down validation" is the Excel way of saying pick lists, which I don't believe (at least at this time) is supported by Numbers for iOS.

Right. That's in Numbers for Mac, though. So it may eventually make it to iOS too.
