I have been emailed a quote as an attached Word document. This needs a signature. I can open this document in Preview but the Markup tool is greyed out and will not show signature button. This problem seems to be peculiar to imported Word docs.
Mojave 10.14.5 and Preview Version 10.1 (944.6.16.1)

You need to be working with a PDF document to sign it. You can export it as a PDF and then open the PDF and you should be able to sign that PDF document.
