What Is Difference Between Power Off/On and Force Restart On iPhone/iPad?

To correct an issue/bug in the operation of the iPhone or iPad, is there any different in the end result between Powering Off then back On vs. a Forced Restart?

I can't think of any difference. Perhaps if you power it off and leave it off for a while, local mobile phone towers may "forget" about the device, whereas a restart may be too quick. But that is just a guess and anyway it is probably why you are not restarting.

If this is something you have to do frequently (more than once a week, say) then I would go to the Genius Bar as you should never really have to do this. I do it maybe once a month or so, but as a developer I am using my phone for my development apps so that can lead to instability sometimes.
