What’s Up With the iPhone X Available Storage Listed In Consumer Reports Review?

It seems strange in this CR article that an iPhone X with 64 GB total storage only has 29.5 available storage while an 64 GB iPhone 8 has 59.6 available. (CR’s definition of available storage: Storage that is left available to the user once the operating system and applications that come with the phone are installed and set up.) Most likely both have the same software loaded. Is this accurate and if so, why such a difference?

I didn't see any mention of storage amounts at that link, so it is hard for me to comment.

My iPhone X shows 36.6 GB used, including lots of apps, Photos, music and other items.

The OS will take up a chunk of space, of course, but it should be roughly the same on the iPhone 8 and iPhone X.

So, maybe an error on their part? Misreporting? Some fundamental difference between the two devices -- like maybe they don't actually have the same software loaded, or one has a large iCloud Photo library or something. I can't really say without knowing more details from their report.
