Typically, you wouldn't want to put photos from your iPhone on your iCloud Drive. That would be like putting photos into your Documents folder. Instead, you want to use the Photos app. If your iPhone and Mac are both using iCloud Photo Library, the the transfer should be automatic. Otherwise, you'll need to sync your iPhone to your Mac and use the Photos app to import the photos into the Photos app. But that won't put your photos into any iCloud service. So your best bet is to simply start using iCloud Photo Library on all of your devices.
