Please does anybody know how to deny iPad using photostream while connected via iPhone (or any other cell phone – hotspot), but allow to use it while connected via any other wifi?

I don't think there is any way to do that. So, what is your reason for wanting that feature? Security? If so, I'm sure it must be encrypted when it sends.
Or, perhaps just because the public wifi is too slow?

reason is amount of data transferred through data plan. In iphone you can chose that photostream will work on wifi but not through cellphone data plan, but ipad does not know that it is connected via cellphone data plan – for ipad it is just wifi.

Ah, I see. So the situation involves iPad hooked up to iPhone hotspot. Does it really add up to that much, though? I guess it depends on how many pictures you take. I wonder if the iPad even gets those photos if you never launch the Photos app to take a look.
