Since I updated to Sierra, I lost the message priority drop-down list in Mail, where I could flag a message with “High priority”, “Normal priority” and “Low priority”. How do I get that back?

You have two ways to add a priority to a message. One is to simply use the menu item Message, Set Priority.
The other is to click on the "Set visible header fields" and select Priority Field. Then you have a pop-up menu, usually to the right side of the Subject line. You can choose it there.
