I have somehow managed to create 3 separate Apple IDs. One goes back several years, and I no longer have any record or memory of the PW for it. This is only a problem when updating apps purchased under the oldest ID. Can these 3 IDs be merged into one, preferably the one I use exclusively now?

Using more than one Apple ID will lead to many many problems, as you know. Getting down to one Apple ID is important and you should try to do it as soon as you can.
To do this, you'll need to call Apple. But I'm not sure they will be able to do it either. This is especially true with the account you no longer have access to, as you can't prove that it is yours.
If possible, I would abandon the other two Apple IDs and continue with just the one. Hopefully the apps you purchased with the old IDs are things you can abandon, are free, or maybe are things you don't mind paying for again. if Apple isn't able to merge them into your current Apple ID, then you may have to.
I have heard of people setting up Family Sharing and treating their old Apple ID as a family member. I'm not sure how well that would work and it would be difficult for me to try. And it won't help in the case of your lost account anyway.
