What happens to them ? Are they eligible for a refund ?

No. Apple was pretty clear on this.
Everyone who has a MobileMe subscription gets their subscription extended until June 30, 2012.
So if you just renewed your subscription, you still get 12 months of MobileMe, as promised. 12 months plus a few weeks for free, in fact.
If you were lucky and didn't need to renew until July (for instance), then you get the remainder or your subscription (1 month) plus 11 months free.
So everyone gets their money's worth. Just some people get lots of extra time by chance. No one gets less MobileMe time than what they paid for.
Things that are not part of iCloud, like potentially iWeb, iDisk, Photo Galleries, etc (not 100% sure yet) will continue to work until 6/30/12. So your MobileMe subscription is worth something.
Can I test it try out icloud just now anyway?
Apple said iCloud won't be available until the fall. Probably after iOS 5 and Lion are both out. Until then, you have the first pieces of iCloud anyway, in MobileMe's syncing functions.
