I have two albums in Photos with several hundred photos each, some of which are duplicates. I see that it’s possible to duplicate, rename, or delete albums – but is it possible to merge them so I have just a single album with no duplicates?
I’m trying to eliminate duplicates to reduce my iCloud storage, and also share the album – but I want all the photos to appear in a single album when I share it.

Yes. A few ways.
Just go into Album 2, select all the photos, and drag them into Album 1 in the left sidebar. This will add all the photos from album 2 into album 1. Albums would only have each photo once, even if there is some overlap. Then, if you like, remove album 2.
But you can also simply drag Album 2 in the left sidebar to Album 1. It will then ask you if you want to "merge" them. Then it will even remove Album 2 for you.
