How Do I Get Mail Drop To Work?

I am using El Capitan on a new iMac. I have mail drop turned on. Yet when i attach a 13 mb compressed photo file and send with my icloud server it fails. Error message says file to large for the server.

What am I missing?

Do you have Mail Drop enabled? Apple has instructions for that here: https://support.apple.com/kb/ph2629?locale=en_US. If that isn't working for you, then perhaps it could be an issue with your iCloud space -- is it almost full? Or maybe ISP trouble uploading the file.

I do have Mail Drop enabled on Apple Mail & iCloud mail. My iCloud shows I have 4.3GB available. Tonight I tried to send from iCloud mail on my browser with the 13.1MB compressed picture file. The iCloud mail sent the file about 2 hours ago. As of now the mail has not been received. Using Apple mail I do get the error message "Sending the message content to the server failed. The server response was: Message Size Violation. iCloud outgoing server.

What do you mean when you say "compressed picture file?" Usually images are compressed. But did you do something to it before trying to send it? Like turn it into a zip file or something?
How did you get the error message? Was it something that popped up while trying to send? Or was it a response via email from the recipient's email server? I'm wondering if the recipient is using a server that iCloud thinks should be able to handle 13.1MB attachments, but in fact it doesn't. What is their email server (i.e. Gmail, Yahoo, something else?)

Yes I zipped pictures to reduce the file size. I get the error message from my sending email server. I am now just trying to get it to send to one of my .mac or .me addresses. So I assume it is using the iCloud for that purpose. I purposely stayed away from using any Gmail or Yahoo addresses. I also tried to just send the picture file which is 13.6MB with web iCloud mail and it gives me a message "cannot attach - try compressing file"

No need to zip pictures. They are already compressed (you are sending jpg files, I assume). Zipping them won't get you much more.
Try just attaching the jpg files (as files, NOT a folder of files).
See https://support.apple.com/en-us/HT203093 for more things that could be causing trouble.

Your last comment FIXED the issue. Sending individual pics works. Mail drop does not work sending the File with the pics nor Zipped pic file. I have talked to Apple and they are going to put that in the instructions on using MailDrop. Thank you for your assistance.
