Photos app does not allow me to specify this standard size for printing. Any ideas how to this without trial and error ? Is there a separate app that does this or is there a way in iPad os to help. Thanks

Printing directly from the Photos app doesn't give you any options like that, at least not on iOS or iPad OS.
But you can always create a Pages document, then bring the photo in as an image on the Page, size it to what you like, and print that page from Pages.
