You can bring CSV files into Numbers in many ways.
You can simply open the file in Numbers. If you launch Numbers and then choose File > Open, you can open a .csv file that way. It will create a new Numbers document with that data imported into a table. You can also just drag and drop the csv file to the Numbers icon in the Dock to do that. Or, you should be able to just double-click the csv file in the Finder and it will open as a new Numbers file. If that doesn't work because some other app is installed that has declared itself the default app for csv files, then you can always Control+click the file and and use Open With to choose Numbers.
You can also just create your own new Numbers file with File > New in Numbers. Then drag and drop the csv file from the Finder into the table in that new file and the data will import into that table. Or, if you drag and drop to an empty space in a Numbers sheet, it will create a new table.
If your goal is to add the data to an existing table, you can always just copy and paste the rows from the new table into a new row at the bottom of an existing one.
