In Leopard it was possible to add a scroll bar to sticky notes using interface builder, but in Snow Leopard the ‘compiled nib’ appears un-editable. Is there any way around this? I love stickies and really miss the added functionality of the scroll bar.

I don't know of a way to add scroll bars, but you don't really need them. You can use the arrow keys to move around in the text and the stickies scroll without a scroll bar. You can also use the Page Up and Page Down buttons on your keyboard.
I guess the idea is that if a page is really that long to need scroll bars, then you should probably use TextEdit and create a real document, not a Sticky.
