I just received an e-mail ad for “Spring Cleaning.” I am wondering if this is a sound investment, or if OSX has the same abilities built in? Any advice would be great.

Are you talking about Smith Micro's "Spring Cleaning" program? I've never used it myself. It seems to be a collection of small utilities, only some of which have anything to do with "cleaning" you Mac.
I can't recommend getting it as it doesn't seem to have anything you really need. You can read the feature list yourself and see if there is anything there you like, but I usually avoid programs like this.
