Are Ventura Apps Aavailable Without MacOS Ventura?

Are any of the new Ventura Apps available without Ventura – like mail photos?

I have a Mac that does not support Ventura. Can I obtain any of the enhanced apps?

Not those. Mail and Photos are tied into the operating system as they rely on new features in the operating system itself. The same for almost everything else.

The only exception is Safari, which has been treated as separate for many years now. That's why Monterey users have access to some (all?) of the new features.
