A DVD? iTunes doesn't sell DVDs -- it sells movies you can watch on your Mac, iPod, iPhone or Apple TV.

Can I not burn them to a DVD.

You aren't supposed to be able to burn them to a DVD. You can only watch them on the device you rented/purchased them for.

Well It had a option to urn as a Data DVD but those can only be played in computers.

I think want you mean is the functionality to back up the video data to a DVD, maybe? You can't make a regular play-in-a-DVD-player DVD with iTunes-purchased music.
