(I assume you mean iOS apps)
You can do it to any. It simply creates a code and then sends that code to the person for them to "redeem."
But, of course, they do have to have an iTunes account for them to use the code on the other end. It just doesn't have to be the same email address that you used.
I'm 99% sure of that. If someone else could confirm? I've never gifted an app, but I have created review codes for apps which I believe uses the same system.
I gifted to an email address that is not actually an APPLE ID and it worked fine ! the app got installed on the iPad and all's good !
