On my iPhone SE,’ iOS 11, I don’t normally answer “No Caller ID” calls so would like to ignore them when phone rings, instead of rushing to answer them.

Not really. But you can do some similar things. If you don't have that many contacts and have some time, you can set a custom ringtone for individuals. You do this in the Contacts app. Just edit the contact, then add a Ringtone setting for it.
Then set the default ringtone in Settings., Sounds to cover the rest. And you don't have to do it for all of your contacts, just the ones that really call you. For instance, you may have 200 contacts, but only 10 really ever call you, or at least are people that you want to "rush" to answer. Just set the ringtone for those to something, and the default to something else.
Another idea is to use Do Not Disturb more aggressively. Add the people you want to rush to answer to your VIP list so they ring through. And make sure you turn on the VIP option in Do Not Disturb settings.
