Are those the default apps, by any chance (Stocks, Weather, Notes, YouTube, etc)? Those cannot be uninstalled. Only apps that you added to your iPhone can be uninstalled.

Any apps at all: default or added

I've never seen that happen for non-default apps. Did you try a restart? How about removing them using iTunes on your Mac while synced?

I can't sync to my old Mac (10.4.11) Restart didn't help

I think you need at least Leopard (Mac OS X 10.5) to sync an iPhone.

Correct. It does allow me to offload photos to Iphoto. I get by without the rest of it.

So you've never synced or backed up your iPhone? I guess not, if you haven't every connected to iTunes on your Mac. I guess if you don't have anything important on the phone...

    I have the same problem.
I have deleted some through iTunes, but that's a nag. Didn't try to restore from backup yet. Can I do it without upgrading to 4.3.3? I have 4.3.1 with jailbreak.

Go to Settings--restrictions. Under Deleting Apps: turn ON. Go back to main screen, hold down app icon till it wiggles and hit the x button

You should just need to do it for 3 seconds. Not sure why it isn't working for you. Maybe a visit to the Genius Bar will help.
