Documents On Local Disk Synced To iCloud At the Same Time?

Is there a way to keep my ‘Desktop and Documents’ on the local disk and have them synced to the iCloud at the same time? I want to edit and view the files from my local disk but have them synced to the iCloud accessible from other devices.

    That's pretty much how iCloud works. When you turn on the "Desktop and Documents" option, the content in those folders is included in iCloud Drive. You still have access to them just as before. You probably won't even notice the difference, except that now you can see those files on other devices in those folders too.

    If you mean that you want to insure that those files are always available locally, even if you aren't connected to the Internet at that moment, then just uncheck the "Optimize" feature in System Preferences, Apple ID, iCloud. With that off, all of your iCloud files will always be cached locally on your drive. So then if you go to access one while not connected to the Internet, you'll have it. When yo connect to the Internet again, any changes would automatically be synced to iCloud once more.
