First when I try to use safari it doesn’t even come up with the download button. Then when I use the internet expolorer it comes up with the download button after I select the correct OS and it doesn’t do anything. Any suggestions on how to get it to download.

Do you mean Adobe Flash? The browser plug-in? It may simply be that they don't support Mac OS X 10.2 any more. Or, if they do, it would be with an older version of Flash than the current one. They may or may not still have old versions available for download.
Either way, you have to manually download and install Flash if it isn't already there. Try this page: http://get.adobe.com/flashplayer/otherversions/
