You can't install from a DVD. Apple hasn't had that option for more than a decade. You install online. To reboot into Restore Mode, turn on the Mac with Command+R held down and wait.
If that doesn't work, then try holding Option+Command+R to boot from Internet Recovery mode. This will take a long time to boot as it has to load everything online.

Of course if the MacBook Air really is dead, like a broken drive, then you can't load anything on it. You'd need to get it repaired.
