Is it possible to clear the weather notification banner on an iPad? I have searched high and low and can’t find a place to do that.

I'm guessing what you mean in the Weather widget in the Today view on your Home screen, not an actual notification that temporarily slides in from the top. You don't "clear" or dismiss these items. They are widgets that will always appear in that spot if you have selected them.
You can get rid of that a number of ways. One is to scroll to the bottom of the Today View and tap Edit. Then you can remove Weather from Pinned Favorites or move it down in the list.
If you mean something else, let me know the specific details of what you are seeing and where. Maybe post a screenshot online and link to it so i can see what you mean.
