A friend has his show format tool “A” showing in is mail toolbar but when he clicks on the “A”, the fonts, size, color, bold, italic etc do not show up.

Which version of macOS and which version of Mail? Could it be that he is composing a "plain text" message instead of a "rich text" message. In Sierra, the text styling tools show up regardless. But perhaps in older versions of macOS they only showed up for rich text messages. You can switch to rich text by choosing Format, Make Rich Text if the message is plain text.
He is in Sierra. I will tell him to check the preference to see if he is using plain text. Thanks, makes sense. Didn't think of that.
In my tests, starting in or switching to Plain Text didn't make a difference in Sierra: the style toolbar always appeared when I clicked the A. Maybe try a restart.
