Do you mean printed labels?
You would usually do that in the Contacts app. I have an old video on that — from before Address Book was renamed Contacts. But you can get the idea.

Other than that, if you have purchased a box with sheets of labels from a store, you can usually get a template from that company online and use it in Pages, Word, or some other app. Then you can make a sheet or two of those in your app of choice. If not, you can build your own layout of labels in Pages, but it will take some design know-how.
