I’m editing a document for someone that he wants converted to an ePub. The first page of the document is the cover art, so we actually want page 2 to be numbered as page 1.
Is there a way to override the automatic page numbering to accomplish this?

Yes. You use Sections to do this. You would create the first page as a section with one page. It wouldn't use a page number in the header or footer at all.
Then there would be a second section. This second section would start with numbering at 1.
