I would like to reduce the size of photos to send them as an e-mail. I have an iMac 21.5 inch model MD093x/A. It is El Capitan. I use MS Outlook 2011 for Mac – Home and Business for e-mail. I have to export the photos from “Photos” to “Pictures” in Finder before I can e-mail via Outlook.

There may be a way to do it right in Outlook. But I'm not an outlook user and that is an older version anyway. In Mac Mail, you simply attach the image and right there in the Mail composition window you select the size. So you don't need to produce a temporary smaller version of the file, attach that, and then delete the temporary version.
In order to do that, I would simply use the File, Export function in Photos. I don't remember the options you have in El Capitan, but in High Sierra you have lots of options to export at different sizes. Save that to a temporary location. Then attach that file to your email in Outlook.
