I am trying to add a priority to a message. I know how to simply use the menu item Message, Set Priority.
I would like to “set visible header fields” but can’t figure out how to do that.

I'm assuming you mean Mail (as opposed to Messages) and on Mac (as opposed to iOS).
When you compose an email, there is a button in the toolbar that lets you select the items in the header fields. It looks like a three-item list with a down-facing arrow.
