I don't think you can. To place true phone calls you need a connection to the telephone system. Normally that is provided through your iPhone. But if you don't have an iPhone, then there is no connection. I suppose it is technically possible to connection and make a FaceTime audio call, but only to someone else using FaceTime, not just anyone with a phone number.
