Yes, I believe it is. Kinda.
There is a file that contains the local contents of iDisk hidden in your Library folder. That would be backed up. But you wouldn't ever need it as you've got a copy on the iDisk server. If your hard drive fails you can restore it using Time Machine and then iDisk will sync up again with the copies of the files on the server.
The only down-side is you don't get the incremental backups. You can can't look at various versions of your files. But Time Machine is a backup solution anyway, if you really need incremental archives you should be using versioning software.
