Ipad emoji confusion

There are dozens of videos and apps all claiming to enable emoji on the ipad, none coming close to the Iphones solution, clumsy as it may be. At least its functional. There are guides indicating that enabling the standard Japanese keyboard on the ipad and then typing the keyword emoji gives access to the emoticons. The most I can get are unusual Japanese style text emotes. Further investigation turns up yet more apps that allow the Japanese keyboard to respond to this cumbersome keyword approach. Either you are forced to use the apps own keyboard, then copy/paste into your document, or buy an app that enables them in the Japanese keyboard using this odd keyword.
Is there a way to access the emoji icons without having to purchase a 3rd party App?

    If you are running iOS 4.2.1, emoji can be enabled from Settings --> General --> Keyboard --> International Keyboards --> Emoji. No third party software is necessary, and no cut/paste is required.

    That does not seem to be the case with the Ipad. My Iphone is set up that way so I was disappointed when I couldnt find it on my new Ipad.
