Depends on what you mean by speed? Processor speed?
The 3Gs had a 600 MHz ARM processor. The iPhone 4 has a 800 MHz Apple A4 processor. The iPad 1 had an A4 too, and then iPad 2 has a 1 GHz A5. But processor speed isn't everything. Each model has more memory that its predecessor, and also graphics chips got faster. It is hard to compare.

By speed i meant the Max Bandwidth that is available ! My service provider vodafone has just started offering 3G at 21 MBPS but claim that the iphone max is 7.2 !

Is tis right? so i cant get more than 7.2 even if they offer more bandwidth?

I don't know. I'd imagine that all of the iOS devices using 3G are the same speed. Probably the same 3G chips in them. I've never heard different.

Vodafone claims their speeds are 21 Mbps and when I check various websites and apps to test my speed it shows just 1 Mbps !

Up or down? Perhaps they claim 21 down, and you are testing up?
Or, perhaps that is a different package?
Or, perhaps they are 21 Mbps, but just not using the mobile tower you are connected to -- it might vary by location.
I'm sure they've got fine print in their contracts that it can vary, etc.
