When I set up a mail account and enter the password, I get the dots to cover the letters. However, when I save the changes and return to the password field, it is blank. I have learned, if this field is blank, the mail program asks for my password for ever action. I cannot figure out why mail is blanking out my password entry.

Hard to tell what might be wrong. Perhaps try deleting that account and setting it up again from scratch.
