If the rumours are true, then will peripherals such as scanners and printers bought recently (in the last 18 months to 2 years) which run PPC code become obsolete?

The peripherals themselves don't run PPC code. It would be the drivers that do. I doubt that any printers to hit the market in the last 2 years would be using PPC code. They might have old drivers available as a way to use them on old computers, but they would most likely have modern drivers that don't need PPC code. I don't even think they would work now on current Macs if their drivers were PPC code only.
