Someone please explain what is Safari database used for in safari preferences. What MB should it be set at?

That's an HTML5 feature. It isn't used by very many sites yet, as not all browsers support it. But in the next few years you will see a lot of sites move from using cookies to the database. Just leave it at its default setting.
