Does the iCloud allow you to unsync purchases from devices and then play them from the cloud? Also, does playing from and syncing to the cloud apply to your data plan from AT&T?

We don't really know exactly what iCloud will do, as it won't be completely available until the fall.
Based on yesterday's announcements, I don't believe there is any way to play music from "the cloud" -- I assume you mean play it from a web page.
I think most data syncing between your iCloud account and your iPhone would be taking place over wifi, not your mobile data connection.
In fact, you can already sync music, books and apps on your iphone, and there is a setting specifically for whether it should be using cellular data or not. See your iPhone Settings, under Store.
I thought the iCloud could sync music to iOS devices, but maybe just to other computers.
Right. That's that it does for iTunes music. It syncs it to your Mac, PC and iOS devices. But I thought by asking whether you could "play them from the cloud" meant whether you could play them directly from the iCloud servers somehow, like in a Web interface. As far as we know, you can only play them from iTunes on Macs and PCs and iOS apps once they have been synced.

Right. Well, two different definitions of the word "sync." I meant that your devices have to literally synchronize with iCloud. But that Apple article means "sync" as in connect a cable from your Mac to your iPhone.
