I’m trying to type ordinal numbers, e.g. 1st, 2nd, 3rd and so on.
I *could* leave them looking like that, but in my opinion, the proper way is for the st, nd, rd, and the th to all be raised as superscript.
How do I achieve that in mail?
I can do it in Pages and in other software, but I can’t find any way to do it in mail.app.

The only way to do it is to do it in Pages or some other app, copy it, and paste it into your Mail message. Naturally it only works if you are creating a rich text message, not a plain text one.
Of course there is the possibility that the receiver won't be able to see that if their email reader doesn't support baseline adjustments like superscript or subscript. Maybe that's why Apple left it out, to remain compatible with more non-Mac email apps.

I'm thinking about the possibility of creating some type of shortcut, trying to work out how I might achieve that. Then I wondered about creating a style.
If I create a (character) style, in say Pages, can I then assign a shortcut key and make it available system-wide?
I take your point about plain text vs rich text, but surely a plain text mail app would replace any characters it couldn't cope with with plain text.
Andrew: Since Mail doesn't have a menu command to make text superscript, then there's just no way to have a shortcut. You can't have a shortcut for a command that doesn't exist. It isn't just about plain vs rich, it is also what is available in rich text. Maybe every single email client out there can do superscript in rich text messages. But I'm suggesting that maybe some can't.
